The Organization
In July 2022, the CVD Foundation was established after years of preparation and bilateral collaboration projects among CVD partners. This foundation is non-profit and registered with the Chamber of Commerce under number 86879111. Since our establishment, we have made rapid progress in our mission to become the national knowledge and innovation centre focusing on the interface of security and digitisation.
Program Management Team
The Program Management Team is the CVD's core team. Together, they are committed to further growth, with the aim of positioning CVD as the national centre in Apeldoorn where companies and organisations come together at the interface of security and digitalisation.

The PMT works closely with CVD staff on finance, communications and management support.
Strategic partnerships
Ben Kokkeler focuses on CVD's strategic partnerships. From an executive focus, together with the board and members of the programme management team, he builds the national network of government agencies, sector peers and partnerships in the field of security and digitalisation.
Board
Since August 2024, the CVD board consists of representatives of associated educational institutions:
- Caroline van de Molen, Hogeschool Saxion (chairman of the board);
- Maarten van Steen, Universiteit Twente (board member);
- Coby Flier, NIPV;
- Kathelijne van Kammen, Politieacademie;
- Petjo Molenaar, Aventus.
Strategic partners
The Strategic Partners of the CVD, namely the chairmen of the boards of Saxion University of Applied Sciences, the University of Twente, the Police Academy, Aventus and the NIPV, together with the board of the Municipality of Apeldoorn, have expressed in a covenant their long-term commitment to each other to establish and support the Centre for Security and Digitalisation Foundation. They will meet three times a year to monitor and further support the progress and development of the CVD. It is the ambition of the strategic partners to make the CVD a nationally leading knowledge centre well rooted in the eastern Netherlands.
